HUD’s Section 3 program is a federal initiative designed to ensure that economic opportunitiessuch as jobs, training, and contracts generated by certain HUD-funded projects primarily benefit low- and very low-income residents, especially those living in the community where the project takes place.

The goal is to promote local hiring and support disadvantaged individuals by requiring contractors and subcontractors working on HUD-assisted projects to make efforts to provide employment and business opportunities to these residents and eligible businesses.

A Section 3 worker is someone who meets (or when hired in the last 5 years) at least one of the following qualifications:

  • A person that meets HUD income limits for the previous or annualized calendar year.
  • Is employed by a Section 3 Business.
  • Is a YouthBuild Global participant.
