Walters Expands Affordable Housing Portfolio with New Pennsylvania Development

October 16, 2026

Walters has entered the Pennsylvania market with the groundbreaking of a new premium age (62+) and income-restricted community in Chester County. Cornerstone at Willistown at 27-29 Industrial Boulevard, Paoli, is a sustainable 57-unit development, slated for completion in the first quarter of 2028.

“Expanding into Pennsylvania is an exciting next step in our company’s growth,” said Joe Del Duca, Partner and Director of Affordable Housing for Walters. “We are proud to bring high-quality housing to this charming community and to create lasting benefits for residents and the surrounding area. Residents will be able to enjoy a safe and welcoming place with a long list of amenities and services.”

The site plan calls for one three-story residential building containing one- bedroom units. Apartments will include full-size washers/dryers, fully equipped kitchens, and window blinds in every room. Residents will enjoy on-site amenities such as elevators, multipurpose clubhouse with a state-of-the-art fitness center, computer workstations, and onsite parking. In addition to managing the property, Walters provides residents with on-site supportive services.

Cornerstone at Willistown will be available to residents whose incomes are at or below 60 percent of the area median income. Rental rates are based on the renter’s gross annual income, according to the rent/income requirements chart.

Located along Philadelphia’s historic Main Line, Paoli is just 25 miles from downtown Philadelphia, with easily accessible regional rail service connecting residents to Center City. The community blends historic charm with suburban convenience, offering residents access to dining, shopping, nearby nature preserves, and lively local festivals. Walters has a track record of more than 2,093 affordable housing units across New Jersey. Currently under construction in Woolwich, N.J., is Kingsway Estates I, a 66-unit premium income-restricted apartment community owned by Fair Share Housing Development and built and managed by Walters.
