Under his leadership, Walters has planned and created residential communities throughout the state that are known for providing families and individuals with environments in which they can live healthy and vibrant lifestyles.

Joseph A. Del Duca
Partner and Director of Affordable Housing

One of New Jersey’s recognized experts in matters relating to land use, public/private partnerships, approvals, and environmental law, Joe Del Duca oversees The Walters Group’s development pipeline. Joe, who joined the company as General Counsel and Partner in 2004, has been practicing real estate law in New Jersey since graduating from Rutgers Law School in 1982. By harnessing the unparalleled network of relationships that Joe has established with municipal professionals and elected officials throughout New Jersey during his time as both a land-use attorney and real estate developer, Walters has successfully partnered with the State to secure funding and approval for projects that satisfy the Uniform Housing Affordability Controls (UHAC) obligation for 13 municipalities.

Ken DeMayo
Director of Construction

Ken DeMayo joined Walters in 1995, and currently oversees all aspects of site development management, construction personnel, purchasing, and estimating. A two-time recipient of the Shore Builders Association of Central New Jersey’s “Director/Vice President of Construction of the Year” award, Ken is a graduate of Bethany College in West Virginia.

Melissa DeMayo
Director of Property Management

Melissa DeMayo joined the The Walters Group in 2002, and currently oversees property management of the organization’s diverse portfolio of residential and commercial properties. Melissa, who earned her first real estate license while attending Florida Atlantic University, is an active member of the New Jersey Apartment Association (NJAA), through which she obtained her NALP designation. She earned her “CCCP” designation for tax credit, affordable housing through Spectrum Enterprises.

Kevin Dowd
Director of Development Finance

Kevin Dowd is the development finance director for the The Walters Group. Kevin is primarily responsible for the financial structuring and execution of the company’s various acquisition and development transactions. This includes preliminary feasibility analysis and development program design, as well as identifying and securing all public and private sources of development capital. Kevin earned a bachelor’s degree in Economics with honors from Pennsylvania State University and a Master’s degree in City Planning from Cornell University. He is a member of the Affordable Housing Professionals of New Jersey, the Cornell Real Estate Council, ULI Philadelphia, as well as Back on My Feet Philadelphia, a non-profit organization that helps individuals experiencing homelessness connect with housing, education, and employment by using running as a motivating activity.

Kevin Price
Chief Financial Officer

Kevin Price, who joined Walters in 2002, oversees all aspects of accounting including financial analysis; general, cost, and property accounting; accounts payable; and the preparation of interim and annual financial statements. He earned a B.S. in accounting from Rutgers University and is also a certified public accountant and a member of the NJ Society of Certified Public Accountants.

Wayne Bacskai Jr.
Controller

Wayne Bacskai Jr., who joined Walters in 2003 as an accounting supervisor, oversees financial analysis of operations, and is involved in the supervision of general, property, and cost accounting; internal auditing; and budgeting controls. He has more than seven years of experience in public accounting and attended the Richard Stockton College in New Jersey, where he earned a B.A. in accounting.

Ed Speitel
Vice President of Land Development

Ed Speitel joined the Walters Group in January, 2004. He currently serves as Vice president of Land Development and is responsible for overseeing all aspects of the development process for the company. In this capacity Ed has been actively involved in the approvals and construction of over 1,000 affordable rental units and over 2,000 market rate units. Ed earned a Bachelor’s degree in Business Administration and Marketing from Drexel University. He is a member of the Affordable Housing Planners of New Jersey and is involved with Catholic Partnership Schools, a non-profit organization in Camden, NJ.

Jack Del Duca
Vice President of Land Development

As Vice President of Land Development for The Walters Group, Jack Del Duca is responsible for all aspects of development process. This includes managing predevelopment imperatives and approvals, and insuring that the Walters team is compliant with all state, and investor, benchmarks. Jack earned a bachelor’s degree from Dickinson College and a Masters degree, with honors, in business administration from Drexel University. He is a member of the Affordable Housing Professionals of New Jersey, Philadelphia ULI, and a young leader of Project Home, a non-profit organization dedicated to housing Philadelphia’s homeless.
